Construction of an integrated solid waste treatment unit in Magnesia |
Waste management planning is the cornerstone of any national, regional or local policy on waste management. The establishment of a plan allows taking stock of the existing situation, defining the objectives that need to be met, formulating appropriate strategies, and identifying the necessary implementation means. Nowadays, the drawing up of local waste management plans in line with the Waste Framework Directive (WFD) is mandatory. VM&A assisted Volos Local Authority to draft a local waste management plan according to legislation. The plan covers the entire geographical territory of Volos and is in line with national waste management planning and in line with the provisions of Article 1 WFD (protection of environment and human health by preventing or reducing the adverse impacts of the generation and management of waste and by reducing overall impacts of resource use and improving the efficiency of such use), Article 4 WFD (the waste management hierarchy), Article 13 WFD (protection of human health and environment), and Article 16 WFD (principles of self-sufficiency and proximity). Volos is now designing the construction of an Integrated Solid Waste Management Treatment Unit in Magnesia planned to treat approximately 63,200tn of waste. |

Technical Advisor on waste management projects for co-financed projects in Pylos- Nestoros Local Authority |
This is a sorting and composting unit that aims to treat around 12,500tn
of waste in Pylos-Nestoros Local Authority. VM&A assisted the Local
Authority in identifying their local needs and designing a waste
management project at a local level. Apart from technical advisory and
support, our work involved drafting of all tender documents and
technical specifications for successful procurement and completion of
the project. |

Integrated Waste Management Study for Mykonos Local Authority |
Mykonos Island is characterised by intense seasonality features when it
comes to waste management. Waste quantities almost double during summer
and this requires careful planning. VM&A assisted Mykonos in
drafting their local waste management plan according to current
legislation and in line with the WFD. Mykonos waste management plan
deals with the problem of waste generation, collection and disposal
during the summer months (approximately 2,250tn of waste during August)
and during the winter months (approximately 377tn of waste). Mykonos now
has plans for managing construction waste. |

Construction of a Waste Treatment Unit in Alexandroupolis Local Authority |
There are two key areas of European legislation that a new waste project
has to consider: the Landfill Directive and the revised Waste Framework
Directive. The Landfill Directive aims to prevent, or minimise, the
negative effects on both the environment and human health caused by
landfilling of waste. It has and will continue to have a significant
impact on landfill practices in Greece as it bans certain materials from
being landfilled, it requires waste to be pre-treated before it is
landfilled and requires improvements to landfill management.
Alexandroupolis Local Authority has planned a waste treatment unit to be
implemented in its boarders for treating approximately 155,000tn of
waste. VM&A supports Alexandroupolis Local Authority in the
procurement stage carried out via a competitive dialogue procedure and
will be heading to successfully signing off the PPP agreement. |

Design, Financing, Construction, Maintenance and Operation of a Waste Treatment Unit |
The project will be a "turn-key" one, with the contractor undertaking
funding, design, construction, maintenance and operation of the overall
system for 27 years, with construction of foreseen installations
financed by public and private funds and with guaranteed optimal
operation level through-out its overall life span. The project is
providing an environmentally sound waste management solution and will
contribute to reducing volumes of landfilled waste, reducing
environmental impacts through adequate treatment of the biodegradable
waste fraction. This PPP in a non-building sector in Greece, will
constitute a positive model for the promotion of more environmentally
integrated waste management projects, on a regional level, throughout
the country, by leveraging public funds, creating added value,
safeguarding citizens' health and protecting the environment in West of
Greece Region. VM&A is the financial advisor for Hlida Local
Authority throughout procurement and up until signing off the PPP
agreement. |

Technical Advisor for waste management projects in the Crete Region |
VM&A acts as a Technical and Financial Advisor of the three waste
management projects in Crete, in Amari, Heraklion and Siteia. Heraklion
project concerns technology improvements to the current waste management
treatment unit that operates a bio-drying technology producing SRF. 10
Amari and Siteia are both planned to operate via anaerobic digestion
technology. VM&A assisted the Region in maturing all three projects
via preparing the detailed design and finalising all procurement and
potential funding application documents. |

Technical consultancy on tender issues during the competitive dialogue procedure for the project: |
All of the procurement procedures provided for in the Procurement
Directive (i.e. open, restricted and negotiated procedures and
competitive dialogue) appear to be in use to procure PPPs. This said,
according to a survey carried out by EIB, competitive dialogue is more
frequently used than other procurement procedures. Competitive Dialogue
was created by the 2004 Public Procurement Directives as a new and more
flexible solution for public authorities wanting to award contracts for
complex projects such as the "Integrated Waste Management System in
Peloponnese Region via PPP". Competitive Dialogue is now firmly
established in Europe as a means of awarding complex public contracts.
VM&A carried out the Competitive Dialogue procedure for the "Integrated Waste Management System in Peloponnese Region via PPP" on
behalf of Peloponnese Region and successfully completed a technical
advisory role to this end to the Region and its administrative
departments. Competitive Dialogue aims to make it easier for the public
sector to avoid legal challenges in awarding complex infrastructure
contracts. This project was the first project in Greece where
Competitive Dialogue was ever applied. |

Technical Advisor to the Peloponnese Region in designing, funding and implementing the Region's recycling policy |
Peloponnese Region waste policy aims to have the potential to
contribute to reducing the overall negative environmental impact of
resource use. Preventing waste generation and promoting recycling and
recovery of waste will increase the resource efficiency of the Region's
economy and reduce the negative environmental impact of use of natural
resources. This will contribute to maintaining the resource base,
essential for sustained economic growth. The basic objectives of current
Regional waste policy - to prevent waste and promote re-use, recycling
and recovery so as to reduce the negative environmental impact - are
still valid and will be supported. The long-term goal is for the Region
to become a recycling society that seeks to avoid waste and uses waste
as a resource. VM&A assisted Peloponnese Region drafting its
recycling strategy and implement policy into actions funded by the
Operational Program for Environment and Sustainable Development. |

Integrated Solid Waste Management System of Thessaloniki via a PPP |
This PPP project involves the design, financing, construction,
maintenance, facility management and operation of a new integrated waste
management system for a period of 29 years. The private partner will
design, construct, maintain and operate a solid waste treatment plant of
the northwestern unit of the Prefecture of Thessaloniki. The waste
plant will include a treatment and an exploitation unit as well as a
sanitary landfill. The unit will have a capacity of approximately
400,000 t/a. The project is estimated to be worth approximately 240
million € (plus 20 % insurance cost and heavy maintenance cost) and is
currently in the phase of preparing an appropriate procurement
procedure. VM&A, member of a consortium, which comprised of a
technical advisor, a legal and a financial advisor, was committed to act
as the financial advisor during the procurement process up until
signature of the PPP agreement. |

Environmental Policy Advisor for the Council of Local Authorities in Greece on restructuring local authorities' role in environmental policy and in relation to central government |
Over the last 15 years profound changes have taken place within the
policy and institutional context of strategic planning for waste
management in Greece. In addition to the significant influence of the
sustainability discourse on policy innovation and the reconfiguration of
institutional arrangements and policy networks, there have been growing
political and public interest, and tensions, in the regionalisation of
waste management via appropriate bodies. Drawing on concepts developed
within urban-regime theory and debates on institutional capacity
building, it was argued that a new form of governance for waste planning
awaits to be seen. Hence, Regional Waste Management Bodies were
enforced by law. VM&A played a vital role in redesigning policy and
practice concerning that area. VM&A critically evaluated current
situation, appraised the results and finally drafted all relevant
legislation and statutory documents concerning the merging of all local
management bodies into a regional waste management body, one at every
region. |

VM&A designed a proposal for an alternative construction waste
management system on the island of Crete. In planning a construction
project, it is important to understand what excess materials are likely
to be generated and then focus on how the generation of those excess
materials can be avoided. Hence, a proposed construction waste
management plan was developed. The key objectives were to: 1. Minimise
the amount of waste generated as part of any construction project; 2.
Maximise the amount of material which is sent for reuse, recycling or
reprocessing; and 3. Minimise the amount of material sent to landfill. |

During our cooperation with the competent Regional Waste Management
Body, our team provided technical, financial, administrative and policy
consultancy for the successful procurement of the necessary permits and
approvals for the Body's appropriate operational activity including
acquiring a solid waste collection and transfer permit; an
organization-operation study for the collection and transfer system;
application and approval of the environmental terms; permit for
disposal, exploitation of the temporary waste storage or transfer.
VM&A, acting as the environmental/financial advisor of the regional
waste management body, also completed the following assignments: - Outline of the required personnel, infrastructure and supplies for the
unobstructed operation of the regional waste management body -

Strategic Environmental Impact Assessment (EIA) for the revision of the Waste Management Plan of Central Greece Region |
The Central Greece Region assigned VM&A to revise and update the
regional Waste Management Plan due to the release of the new national
waste management plan (July 2015), the new national prevention plan of
waste generation and the funding conditionality set by the European
Commission for the new programming period of 2014-2020. The development
of a Strategic Environmental Assessment Study was the first necessary
step in order to set the new targets for waste collection, treatment
(recycling, reuse, recovery) and disposal according to the latest data
of waste production at the Central Greece Region. Moreover,
implementation methods for waste prevention were proposed as well as
integrated waste management facilities for the regional administrative
unit. VM&A's mission was first to describe accurately the Region's
environmental conditions, waste generation and current waste management
and then, through an extensive evaluation of three alternative
scenarios, to propose the most efficient and sustainable integrated
waste management plan towards 2020 to meet the Region's needs taking
into account the results of its potential environmental impacts. |

Strategic Environmental Impact Assessment (EIA) for the revision of the Waste Management Plan of Peloponnese Region |
The Peloponnese Region assigned VM&A to develop the Strategic
Environmental Assessment Study for the Waste Management Plan's (WMP)
revision of Peloponnese Region. The necessity of the revision came as
the effect of the following three factors: the release of the new
national waste management plan (July 2015), the new national prevention
plan of waste generation and the funding conditionality as set by the
European Commission for the next programming period 2014-2020. VM&A
conducted an extended research on the current regional environmental and
waste generation & management status and then performed an analysis
of three alternative scenarios so as to propose the most suitable,
efficient and sustainable integrated regional waste management plan for
the years 2015-2020. The environmental assessment proved that the
implementation of the WMP will positively affect the Peloponnese
Region's environment, society and economy. |

VM&A delivered the Strategic Environmental Impact Assessment Study

implementation methods of the regional business plans and their
environmental impacts. The implementation method selected was the one
that contributed on the sustainable growth of the Peloponnese Region

and regeneration body in order to deliver a Business Plan outlining the

account and developed from our consultants via a Business Plan were the
administrative reforming and modernization of Kifisos Management Body;

Rehabilitation of illegal landfills in Peloponnese Region |
Peloponnese Region was confronted until recently with the fact that
untreated waste was disposed at 23 still active illegal landfills
occurring to fines of millions of euros per year. The financial burden
for the Region and more importantly the environmental disaster caused
would have been irreversible if the Rehabilitation of the 23 active and
the 58 inactive illegal landfills was not set as priority from the
Peloponnese Region. Therefore, VM&A acted as a technical advisor and
delivered complete rehabilitation studies with a proposed solution for
each one of the three distinguished landfill categories according to the
given technical and economical restrictions. |

VM&A was assigned to consult Ptolemaida Local Authority on the
exploitation of the former Fertilizer Industry AEVAL, which was
operating on the area from 1965 to 1997 and on its premises significant
industrial infrastructure is available for future use. The consultants
delivered a master plan and a marketing plan for two possible uses,
namely a Freight transit center and a Heavy vehicles station. All legal,
technical and financial aspects, including a risk analysis were taken
into account when implementing the project via a PPP. At the last phase
of the assignment, VM&A delivered to the Local Authority the
complete tender documents for the project: "Design, construction,
financing and a 25-years concession for a freight transit center at an

Soufli Local Authority assigned VM&A to implement via a PPP the
project: "Restoration and reuse of an abandoned silk factory, former
known as Tzivre, owned by Soufli Local Authority". VM&A was able to
consult the Local Authority after compiling feasibility studies, several
sensitivity and risk analysis, including a financial model. During the
pre-contractual procedures, the Local Authority selected the right type
of PPP and accomplished all the required actions according to national
legislation (Law 3389/2005), guided at every stage from our experts on
PPP concessions. Finally, we drafted the tender documents for the open
tendering procedure according to the MD 60/2007. |

VM&A was selected to be the technical advisor for assisting the
Information of Society on the implementation and monitoring of critical
projects already assigned and projects that are about to be assigned to a
preferred bidder. VM&A developed a managerial system which
facilitated the communication between all people involved and maintained
the continuation of the project's implementation via various
instruments. such as Gantt Charts, Risk Register, Issues log, Status and
Progress Reports on a monthly and bimonthly basis. The main projects we
were involved in were the following: National Registry, Syzefxis II,
Rural and ICT4Growth. As Technical Advisors, we worked on a daily basis
together with the project managers of the Society of Information and we
succeeded in resolving many issues that could prevent the continuity or
even the completion of a project. Our contribution to the project: Rural
Broadband in rural "white" areas and development/exploitation services
of the infrastructure" was considered critical especially regarding the
amendment of the Major Project Request under EU legislation. The total
expenditure of ca. 161 mi € shall be distributed to three large
geographical units (LOT 1, LOT 2 and LOT 3). |

The project concerns the construction of a touristic marina at the city
of Nafplio (Greece), 500 meters north from the existing harbor, with a
capacity of 210 docking spots and an estimated most frequent visit of 8
to 12 meters-length boats. VM&A was selected to act as the technical
advisor during the pre-contractual procedures for the implementation of
the marina via a PPP. The scope of works for the technical advisor is
to assist the Peloponnese Region on the selection of the most suitable
tendering procedure, for example via competitive dialogue, and deliver
the tender documents. |

VM&A's assignment was to assist Xylokastro Local Authority during
the pre-contractual procedures so as to implement the most suitable

assessed via a feasibility study and a master plan was compiled during

plant via a design and construction process. VM&A provides all the

Construction and Operation of Sewerage Networks - Water supply, Wells, Desalination Plant and the new Wastewater Treatment Plant, Gazi Local Authority, Island of Crete |
The project in Gazi (an area which totals approximately 13,500 of
population) involved the design and development of the sewerage network
and a waste treatment plant in the area. The area is characterised by a
rather touristic profile, yet there was no infrastructure to this end.
The same project involved the development of a Desalination Plant of a
total capacity of up to 20,000m3 per day coming from Almyros River.
VM&A took over a preliminary recompilation of data, mainly regarding
general geography of the region (maps 1:50,000), climate (temperatures,
winds, rain, evaporation), general socio-economic level of the
population, preliminary estimate of flow quantity and quality, and
projections, existing sewage and water network and treatment facilities,
availability of land to construct the plants and land cost,
availability of energy and energy cost. After recompilation of data
VM&A proposed the potential limits of the project (physical limits
and design horizon in time); Identified potential alternatives for the
disposal of the treated effluents and water treatment options; Proposed
sewage and water treatment technologies that may be used; Performed a
preliminary estimate of project cost; Identified potential financial
sources for the project; Prepared all funding application documents and;
Prepared the procurement procedure to contract. The Managing Director
of Water and Sewage Disposal Company (the Contracting Authority) of Gazi
wrote a thank you letter for all the hard work VM&A's finance and
technical team has invested into the project and how the team
corresponded to everything promptly and at a very high level of
expertise. |

The collection and treatment of wastewater result into point source
pollution load that is discharged into the environment which depending
on the treatment provided can be reused. When there is absence of
collection and treatment facilities, the untreated wastewater adversely
influences the environment. The project in Gouves (an area which totals
approximately 7,500 of population but there are over 50 workers unions
with a right to build in the area) involved the design and development
of the sewerage network and a waste treatment plant in the area. The
same project involved the development of a Desalination Plant of a total
capacity of approximately 3,500 m3 per day. VM&A conducted a
feasibility study concerning the aforementioned infrastructures;
prepared all funding application documents as required by EU legislation
and; prepared all documents required for successfully procuring the
project. |

The project in Rafina (an area covering approximately 19,000 acres, only
25 Km away from the capital), involved the design and development of
the sewerage network and a waste treatment plant in the area. The short
distance between Rafina and Athens on one hand, combined with the high
quality of natural environment on the other hand promoted Rafina to be
an important touristic center in Eastern Attica. There is a trend for
many Athenians to move from city center to periurban areas and Rafina is
one of their favored options. VM&A had to evaluate the needs in
sewage networks and wastewater treatment plant and to assist Rafina
local authority in developing the best available solution that sets
priorities, such as the modernisation of current infrastructures, the
protection of public health, the touristic growth of the area, the
profit generation for Rafina local authority and job creation through
the implementation of the project. |

Implementation of the Athens Water Supply and Sewerage Public Company's Plan in the area of eastern Attica, on the mainland Greece and abroad |
Athens Water Supply and Sewerage Public Company (EYDAP SA) is the water
supply and sewage management Company in the capital of Greece, Athens.
With more than 4,3 million of clients (over 2 million of connections),
EYDAP SA was founded in 1980 and since then continues to provide its
services in water supply and drainage, in developing water supply and
sewage networks not only in the region of Attica, but also in other
regions via delegation contracts with local authorities. In this
framework, EYDAP SA aims in expanding its services in East Attica
Region, in mainland Greece and abroad. VM&A, through this project,
was assigned to find the best financial tools for the implementation of
the designed actions. |

Water supply networks are one of the major infrastructures that every
local authority has to provide to its citizens. By improving the water
supply network (through minimizing the leakage, re organizing the
network, finding alternative water sources), the environmental and the
economic footprint of the water consumption is minimised. VM&A was
addressed to point the best solution for the improvement and the
optimisation of the water supply network in Nea Erythraia. For this
reason parameters such as the current status and the existing operation
of the water supply network, the consumptions and the needs, alternative
solutions for the water supply were thoroughly examined. The proposed
Master Plan took into consideration the socio - economic consequences
from the implementation of the works, the provision of the incomes and
the costs and the current legislation. |

Evrostini Local Authority through the project "Integrated Management
System for Water Resources - Sewage Network - Wastewater Treatment
Plant" assigned VM&A the technical assistance in developing a Master
Plan for the design of infrastructure via using the best available
technics and resources. The existing sewage and water network and
treatment facilities in Evrostini region were examined and the goals in
developing infrastructures were set. The technical - economic
feasibility of the proposed facilities of sewage treatment was examined
through NSRF 2007-2013 program. Socio-economic consequences from the
implementation of the proposed works were analysed and the basic
characteristics of the Social Acceptance Index were designated. |

Strategic Planning of wastewater networks at Ioannina Local Authority |
The development of rain water and sewage networks has significant
strengths and major weaknesses. One of the major issues that has to be
dealt in advance is the financing of the designed actions. VM&A
thoroughly examined all the available financing tools (NSRF 2007-2013,
Thiseas program, Funds from Epirus Prefecture, PPP) in order to
designate the appropriate one. Through the implementation of the
project, public health and environment will be protected, aesthetic
nuisance will be reduced and land market value will be increased. The
proposed project will address drainage issues in the local authority of
Ioannina and its municipal districts. The results of the project has
significant social acceptance. |

The water supply in Sami through the exploitation of brackish water in
Karavomilos area was examined through this project. A financial Master
Plan was conducted for this reason taking into account the basic water
supply infrastructures and the best available resources and procurement
methods, as well. The existing water supply facilities were examined and
the goals for their improvement were set. The financing of the proposed
solutions was also examined, via the available financing mechanisms
(NSRF, National Funds, Private Funds and Equity). VM&A, taking into
account the National and the European legislation, developed the
financial model for the proposed solutions. The cost per cubic meter was
examined for end users and the most favorable solution, from technical
point of view was prepared for the local authority of Sami. |

Assigned to conduct a research on behalf of our client, we used every
possible source available so as to acquire the necessary knowledge and
understanding of the current situation of the biogas sector in the
European territory. Only through this thorough process, we were capable
to estimate macro- and microscopic the possible future trends of the
sector. VM&A delivered an overview of the biogas sector in Greece
which consisted of the following main components: - Institutional framework of the renewable energy sources (RES) in Greece and Europe - Biogas current situation and future trends in several European countries such as Belgium, Croatia, Cyprus etc. - Biogas current situation and future opportunities in four major study areas in Greece.

As a Lenders Technical Advisor, VM&A committed to deliver an
extended outline of the biogas sector in Greece. The consultants
researched the current situation of the biogas market in Greece as well
as the main stakeholders involved, the national legislation concerning
the renewable energy sources (RES) and the main initiatives undertaken
from the government to promote the biogas sector. Then selected case
studies of biogas plants on the Mediterranean area (3 from Greece and 2
from Italy) with a capacity between 0.5 and 1.5MW were analysed in order
to compare financial figures (capital, operation and maintenance costs)
of plants with similar capacity. |

Utilisation of renewable energy resources (such as wind and hydro
power) is a priority in islands that are far from the mainland and their
energy needs vary according to tourism. In this project, the local
authority of Eresos-Antissa decided to procure the project ''Construction
of a wind turbine park in Eresos - Antissa , Prefecture of Lesvos''.
VM&A was addressed as technical advisor during the procurement
process, which was to lead to a Public-Private Partnership agreement.
Technical assistance in preparation of Tender documents, during Tender
and evaluation process, during negotiation phase with the candidate
contractors and signature of the contract, were the stages of the
project that VM&A assisted the Local Authority of Eresos-Antissa. |

Local authority of Ios through the project "Integrated system of
renewable energy sources through hydro-wind electricity and hydrogen
generation in Ios Island" aimed at the disengagement of the Island from
fossil fuels and to the conversion of Ios Island to a green Island.
VM&A provided technical assistance to Local Authority of Ios in
completion of the Pre-contractual process in this intended
Public-Private agreement. Through the project, a list of parameters were
examined (technical specifications, Master Plan, Implementation
parameters, socio-economic criteria etc). The national and European
legislation were taken into account for the selection of the proposed
tender process. |

Agria Local Authority (Prefecture of Magnesia) aimed at the Integrated
and multiple utilisation of springs. VM&A provided technical
assistance in the pre-contractual process in a Public-Private
partnership of the local authority of Agria. The best available solution
for the utilisation of springs was examined. The proposed solution was
the construction, operation and technical management of small
hydro-electric power stations and water management facilities. The
project estimate reached 10 million euros. Through the proposed
solution, a number of parameters were covered: irrigation needs of Agria
region are granted and the available water quantities are increased,
irrigation needs for areas close to Agria agglomeration are now granted,
energy utilisation of water capability through small hydro-electric
power stations. |

Analysis of the energy efficiency policies and strategies for cities, policy proposals, strategic plan for energy saving for Piraeus Local Authority, Operational plan & supportive actions to the Green Investment Office |
The Municipality of Piraeus has ca. 164.000 inhabitants (census 2011)
and is one of the largest municipalities of the Attica Region. Due to
its strategic location, the port of Piraeus is considered to be one of
the most important harbors across the Mediterranean and Europe.
Therefore, the need for sustainable use of power and energy is
constantly increasing in order to maintain the economic growth of the
area. The Green Investment Office of Piraeus Local Authority is obliged
to implement energy efficiency policies and strategies according to the
national environmental legislation and the new waste management plan
(July 2015). We worked together so as to come up with a plan that will
promote the reuse of resources and the use of renewable energy sources
(RES) according to the Local Authority's specific needs and power
resources. |

The Public Private Committee of the Ministry of Competition required an
expert's opinion on implementing projects of district heating financed
by NSRF funds. The Ministry's commitment to environmental issues and
promotion of renewable energy sources found with VM&A's contribution
its practical application to projects co-financed by private and public
funds. We used our expertise on the field to deliver a detailed report
on the current legal framework and the necessary legal and technical
parameters for implementing such a project. Moreover, the actual stages
and actions for the successful implementation of a district heating
project via a PPP with a NSRF funding were outlined. |

The Ministry of Environment proceeded to the necessary equipment
procurement for the establishment of a National Air Pollution Monitoring
Network (NAPMN) and the control of the sources responsible for air
pollution. VM&A acted as the policy advisor and performed a thorough
research on the existing operational procedures of the NAPMN so as to
provide an optimisation plan for its operation and the implementation of
its commitments according to the national legislation, the European
directive 2008/50/EC (CAFE) and the administrative reforms deriving from
the Law 3852/2010. |
